Meet the Team

Jose M. Carmona brings over two decades of public policy and advocacy experience. Prior to EzraConzult, Jose served as the Chief Governmental Officer for Tzunu Strategies, where he served as the principal policy and political strategist in support of a client portfolio focused on California lithium, renewable energy, electrical transmission, and environmental justice issues.

Prior to his role at Tzunu Strategies, Jose served as the California Program Director for the Energy Foundation, where he designed strategy in support of academic, environmental, environmental justice, workforce development, and clean energy industry organizations in the establishment of California’s landmark clean energy policies.

Before the Energy Foundation, he served as Chief of Staff to the Assembly Majority Leader and Vice-Chair of the California Latino Legislative Caucus, Assemblymember Victor Manuel Perez. In that role, Jose advanced energy-related legislation, including an extension of the Self-Generation Incentive Program, expedited permitting and siting of projects within the Desert Renewable Energy Conservation Plan, and secured funding for renewable energy workforce training in low-income and high unemployment areas of California.

Jose received his start in energy policy as the Advocacy Director for the Center for Energy Efficiency and Renewable Technologies (CEERT), the Clean Power Campaign, and V. John White & Associates, where he tracked, analyzed, and lobbied for clean energy and climate legislation on behalf of renewable energy affiliates and environmental nonprofit organizations.

Jose holds a B.A. in Social and Political Science with an emphasis in Pre-Law, from California State University, Chico.

Jerry Morales is the Senior Pastor of Victory Outreach Santa Cruz, a men’s coach, and a speaker that is passionate about helping men build stronger faith, families, and futures. With 28 years of experience in public education and decades of ministry, Jerry brings both practical wisdom and spiritual insight into every area of his work.
Having once struggled with life’s brokenness himself, Jerry knows the power of God to restore lives and families. Today, he equips men to lead with Christlike love, overcome personal struggles, and walk in their God-given identity.
Jerry is the founder of Maverick Men, a ministry dedicated to coaching and discipling men to stand firm in their faith, strengthen their marriages, and impact their communities. He also teaches and mentors young men pursuing the call to pastoral ministry.
Beyond the pulpit, Jerry enjoys spending time with his wife and family, investing in future leaders, and helping men discover that with God, it’s never too late to rewrite their story.
